Wisconsin's Manufacturing Machinery & Equipment Tax Exemptions: A Framework for Analysis

Abstract

This report explores Wisconsin's machinery and equipment property and sales tax exemptions. The authors estimate that the value of exempt M&E is $16.5 billion, more than the Department of Revenue's estimate of $11.9 billion. The report includes an analytical framework to assess the impact of the M&E exemptions on state economic development.
