Establishment of a Geodetic Infrastructure and an Integrated Property Surveying and Mapping Methodology for Albania

Abstract

Albania, like many of the NIS, has gone through a rapid policy transition which entailed the conversion of state-owned property to private ownership of land rights. In order to promote tenure security and facilitate a land market, the Action Plan called for the survey and registration of all allocated parcels. This work deals in part with the technical dimensions of formalizing these private land rights and, to a lesser extent, with the more challenging task of institutionalizing the change to private property.
