Abstract
A tape recorded interview of David Barnard conducted in October 1977 by Rosemary Jacobson, concerning the development of television services and the teleproduction center at the University of Wisconsin-Stout. Discusses Harry Herbert's role in developing television on campus and the creation of the Education Communications Board (ECB).
