Abstract

This study assesses the extent to which the Wisconsin Clean Water State Revolving Fund

(CWSRF) program meets the environmental justice (EJ) criteria outlined by the Justice40 initiative and the Bipartisan Infrastructure Law (BIL). The aim is to evaluate the effectiveness of federal initiatives in addressing environmental justice, particularly in meeting the needs of communities disproportionately affected by climate change, through state-managed water finance programs. Understanding the impact of these initiatives is vital for informing future policies and investments in the water sector. As climate change intensifies and affects water systems with greater frequency and severity, ensuring that funding mechanisms are equitable and effective will be key to building resilient infrastructure and protecting public health. This research not only contributes to the broader discourse on environmental justice but also provides actionable insights for policymakers and stakeholders working to enhance the effectiveness of climate adaptation strategies and water management practices.
