Abstract

Selim (1977) made the point that teachers hold the key to environmental education in the formal sector. Specifically, he stated: "Competent teachers are basic for the implementation of environmental education". It would seem then that in order to support achievement of an environmentally literate citizenry active in environmental decision-making and problem-solving, classroom teachers must be equipped with the appropriate knowledge, skills, and attitudes. The goal of this program was to address teacher deficencies in these areas, by capitalizing on the historical utilization of teacher in-service programs as the dominant approach to updating knowledge and teaching methodology of educators in all areas of study and at all levels.
