dc.description.abstractThe authors develop the concept of constructed governments to compare the revenue-raising policies of large central cities and related overlying governments. They explore whether revenue diversification supports higher levels of government spending. Using central city fiscal data and information on state sales tax rates, they also explore vertical tax competition between states and their large cities.en
