dc.description.abstractA federally mandated and funded tutoring program in Milwaukee Public Schools is not necessarily reaching the people who need the help the most, nor is it effective in increasing student achievement. The authors integrate qualitative and quantitative data from a large-scale study of supplemental educational services offered under the No Child Left Behind Act to assess the effectiveness of these services.en_US
