dc.description.abstractThis study explores how the Milwaukee public school district manages the organizations that provide tutoring and other supplemental educational services required under the federal No Child Left Behind Act. It also examines the relationship between the performance of service providers and their shares of the participating students and finds little correlation between the two.en_US
