Philosophy in Community-Oriented Policing : What Are the Most Important Features?

Abstract

Given that there are discrepancies about the philosophy of Community Oriented Policing (COP) in implementation and operations across jurisdictions,1 the current research project aims to identify the main components in defining COP. Therefore, this study attempts to address this objective by using a systematic literature review approach. Preliminary findings suggested that several attributes are influential including problem-solving policing, cooperation, overall police performance, use of local knowledge, community input, and conversation. These components indicate key aspects to the definition of COP. Police departments that do not embody these components should not claim they have adopted COP in everyday policing.
