Abstract
Description
The changes 4H has undergone during its long history are many, but
the change this thesis addresses is related to broadening the 4H
program in Wisconsin on the county level, as well as the rest of the
University of Wisconsin Extension - Cooperative Extension Service's
youth outreach effort. The change is an attempt to involve all parts
of a comnunity in the youth nurturance and education process and it
would be made possible by the adoption of a model proposed by a team of
Wisconsin 4H Youth Development Faculty. The model is identified in a
discussion paper ("Future Directions: Wisconsin 4H Youth Development")
as one prong of a three pronged approach to 4H programming in
Wisconsin. The approach was designed to address the Cooperative
Extension System's national initiatives and issues program goals of the
1990s (Gleason, 1988). These national initiatives include
competitiveness and profitability of American agriculture; water
quality; improving nutrition, diet and health; revitalizing rural
America; alternative agricultural opportunities; conservation and
management of natural resources; family and economic well-being; and
building human capital. These eight were identified by the National
Priorities Policy Task Force in mid-1986 (Cooperative Extension
Service, 1987, p. 1). A ninth national initiative, "Youth at Risk,"
was added in Spring of 1988 (Cooperative Extension Service, 1988, p.
2). The initiative's designing task force was appointed by Extension
Service, USDA, and the Extension Service Committee on Organization and
Policy (ECOP).
