St. Paul Avenue Corridor Plan

Abstract

The St. Paul Avenue Corridor Plan is a graduate capstone project that presents a comprehensive vision for transforming a key gateway into downtown Waukesha into a vibrant, mixed-use, and pedestrian-oriented district. Focusing on a three-quarter-mile stretch along the Fox River, the plan builds on the City's existing master plan through site analysis, community engagement, and precedent research to address underutilized parcels, fragmented land uses, and a lack of cohesive identity. The project proposes a coordinated strategy that includes a land use framework, diverse housing typologies, form-based code recommendations, and streetscape enhancements to strengthen walkability and support new investment. By reimagining the corridor as the "St. Paul Avenue River District," the plan positions the area as a dynamic extension of downtown that balances redevelopment, historic character, and community-driven placemaking.
